The tests for Guzzle/Promises have been removed from the archive in
this commit:

In order to move forward with the PHP 7.2 transition for 18.04, the
tests need to be removed from the packaging process.
I've opened a pull request to add the tests back to the archive, in
hopes that the tests can be added back to the packaging process in the
future: https://github.com/guzzle/promises/pull/87
