The attachment "debdiff to update to upstream release 1.3.1" seems to be
a debdiff. The ubuntu-sponsors team has been subscribed to the bug
report so that they can review and hopefully sponsor the debdiff. If
the attachment isn't a patch, please remove the "patch" flag from the
attachment, remove the "patch" tag, and if you are member of the
~ubuntu-sponsors, unsubscribe the team.

Title:
tests have been removed from the upstream distribution archive

Status in php-guzzlehttp-promises package in Ubuntu:
  In Progress

Bug description:
The tests for Guzzle/Promises have been removed from the archive in
  this commit:
  https://github.com/guzzle/promises/commit/e278912eaaa94079b9277d5dbe23fc0a22d308bf
  #diff-fc723d30b02a4cca7a534518111c1a66R7

In order to move forward with the PHP 7.2 transition for 18.04, the
tests need to be removed from the packaging process.

I've opened a pull request to add the tests back to the archive, in
hopes that the tests can be added back to the packaging process in the
  future: https://github.com/guzzle/promises/pull/87
