Explanation of the Ubuntu delta and why it can be dropped:
* Fix ftbfs on armhf, wrong header name.
* New upstream release LP: #1776169
Debian packaged the new upstream release and cherrypicked the arm FTBFS fix as well. Builds properly in pbuilder for disco.
Changelog entries since current disco version 4.10.0-0ubuntu2:
libpfm4 (4.10.0-1) unstable; urgency=medium
* New upstream release. (Closes: #897791)
* Cherry-pick ARM build fixes and Skylake event updates.
* d/copyright: Refresh copyright list from upstream git commit history.
* Drop obsolete X-Python-Version.
* Do not ship the compiled examples. (Closes: #897343, #897357)
