[Bug 1809458] [NEW] Update blends for disco so that metapackages can be refreshed in Ubuntu

I am just starting on a merge of the latest debian-multimedia
metapackage for Ubuntu Studio. This metapackage is updated using the
blends-dev package.

The last Ubuntu update for the blends source package was for Cosmic.
Disco must be added to the list of supported releases so that blends
metapackages can be built for Disco.
