The newer version from Debian wasn't automatically synced since the
release of Ubuntu 17.10 is fast approaching. But based on the
description, this sounds like a good candidate for a Freeze Exception.
Could you please take a look at
https://wiki.ubuntu.com/FreezeExceptionProcess and subscribe the ubuntu-
release team? :)

  pupnp-1.8 1.8.1 should not be released with artful

Status in pupnp-1.8 package in Ubuntu:
  New

Bug description:
  When pupnp-1.8 was originally released, upstream changed many parts of
  the API (such as library names, include directories and other things).
  In 1.8.2, upstream reverted some of these changes after a number of
  downstream projects asked for it, thus changing all the library names
  and include paths again.

  Given that the API currently shipped in artful is already dead and I
  don't want to encourage anyone to use it by shipping it in a
  distribution, please can either 1.8.2 be synced from Debian, or can
  pupnp-1.8 be removed from artful. AFAIK, there are no reverse
  dependencies.
