Bug description:
  [Impact]

   * Twitter changed the character limit of tweets to 280 [1], users of
     corebird in artful are only able to compose tweets with 140 characters.

   * Backporting the fix to the stable release is necessary to incorporate
     changes of Twitters web service.

  [Test Case]

   * Open corebird, login with your twitter account

   * Try to compose a tweet with 280 characters

   * Result: Without the patch only 140 characters are possible

  [Regression Potential]

   * I don't see any regression potential, only one constant in the source code
     is changed and the same change is applied upstream[2] for weeks now with
     no reported bug.
