[Bug 1674773] [NEW] Update adwaita-icon-theme to 3.24.0

The new release fixes 2 regressions identified in the last update (LP: #1669158):
- Adds back a system-file-manager icon
- and adds some high resolution icons that were mistakenly not committed earlier in the 3.24 development cycle.

3.23.91.1 was a development release leading to the stable 3.24.0
release.
