  Force sync 0.19 from Debian Sid.

Status in dctrl2xml package in Ubuntu:
  Fix Released

Bug description:
  Please force sync 0.19 from Debian Sid. The individual that created
  the Ubuntu delta didn't forward the changes to Debian, and the fix he
  applied was picked up by the Debian QA Team, so there's no need to
  keep the delta.

  The only remaining change is a wishlist item (git instead of https in
  the Vcs-* fields) so I'll file a bug in Debian shortly.
