  Merge 2.4.0-2 from Debian Sid

Status in eccodes package in Ubuntu:
  Fix Released

Bug description:
  Debian has several new releases that we should merge into Ubuntu.

  The delta exists because of a modification needed for the Python 3.6
  transition that hasn't been upstreamed to Debian yet. We should keep
  the delta until that happens.
