[Bug 1663675] [NEW] [needs-packaging] Please package Peruse

Peruse is a comic book reader by KDE, with stable version 1.2 [1] being
released on 27th Dec 2016.

With all of the peruse build and runtime dependencies now being provided
in Zesty, it would be nice to introduce this into the Kubuntu 17.04
release.

The Kubuntu team have been testing this software and it works very well
and we would like to see it sponsored.
