Explanation of the Ubuntu delta and why it can be dropped:
  * No-change rebuild to build to drop python3.5.
  * No-change rebuild to build to drop python3.5.
  * No change rebuild to add Python 3.6 support.
  * Revert PIE changes for the latest dpkg.
  * Disable PIE during python build for now.
  * Disable PIE during python build for now.

The delta was effectively removed when the PIE changes were dropped
again in *ubuntu2.
