Might I recommend you to send this bug report (and the patch) to Debian
instead?

The packaging is unchanged from Debian, and it would be a pity to differ
just for this.

Status in engrampa package in Ubuntu:
  New

Bug description:
  Engrampa's current packaging includes a dependency and recommends that
  are unneeded. The attached debdiff removes these requirements and
  makes installing engrampa on a non-MATE desktop quite a bit lighter.

  caja-common: Engrampa seems to run without issue without this package.
  If this is related to the Caja integration, it should be noted that
  this is a hard requirement for Caja.

  mate-icon-theme: This package does not provide an icon for engrampa.
  Engrampa provides its own icon in engrampa-common.
