  [FTBFS] arm does not define __NR_migrate_pages

Status in numactl package in Ubuntu:
  Invalid
Status in numactl package in Debian:
  New

Bug description:
  numactl currently FTBFS since arm does not define __NR_migrate_pages.

  As described in the Debian bug comments [1] the function should just
  return -1 and set errno when __NR_migrate_pages is undefined. This
  prevents it from failing the build.
