[Bug 1711227] [NEW] Ubuntu Budgie: v0.8.2 release of budgie-desktop-environment

As maintainer please can the artful universe repo version of budgie-
desktop-environment (currently v0.8.1) be updated to the latest version
(0.8.2).

IMPORTANT: this package needs to have budgie-desktop v10.4 or later
uploaded to install with (bug report

from Debian unstable if sync'd)

Change Log:

    * New release (LP: #1711227)
    - hide duplicate Files menu option
    - always expand places applet
    - enable panel dynamic transparency with no shadow
    - add autostart file for the caffeine-indicator
    - add night-light applet as the default
    - remove global autostart for plank
    - add local plank autostart
  * Packaging Changes:
    - add maintscript to remove obsolete /etc/xdg/autostart/budgie-plank.desktop
    - debian/control budgie-desktop version must be greater or equal 10.4
