I don't see any reason to rush this into zesty.

Title:
Sync dosfstools 4.1-1 (main) from Debian stretch (main)

Status in dosfstools package in Ubuntu:
  New
Status in dosfstools source package in aa-series:
  New

Bug description:
Please sync dosfstools 4.1-1 (main) from Debian stretch (main)

  https://github.com/dosfstools/dosfstools/releases/tag/v4.1

Explanation of the Ubuntu delta and why it can be dropped:
    * debian/patches/ld-as-needed.patch: Use LDADD instead of LDFLAGS for
library links to fix FTBFS with ld --as-needed. (LP: #1580431)

That patch was forwarded upstream and applied in the 4.1 release.

Changelog entries since current zesty version 4.0-2ubuntu1:

  dosfstools (4.1-1) unstable; urgency=medium

    * New upstream version 4.1
    * Remove patch for heads/sectors default, integrated upstream
    * Add xxd to Build-Depends and re-enable dh_auto_test to run test suite
    * Bump debhelper compat level to 10
    * Remove --parallel and --with autoreconf from dh invocation, these are
      default with debhelper 10
