I think you misunderstand Ubuntu's universe policy. Packages can build-
depend on universe packages as long as no binary package in main ends up
depending on a universe package.
In some cases, a package in main can be split so that one or more of its
binary packages are demoted to universe. You'll need to talk to one of
~ubuntu-archive to see if that's appropriate here.
