[Bug 1600612] [NEW] php-gettext depends on php-mbstring, but it is not listed as a dependency

It seems to me that php-gettext depends on php-mbstring, but it is not
listed as a dependency. Trying to use php-gettext without having php-
mbstring installed results in the following fatal error:

Fatal error: Uncaught Error: Call to undefined function
mb_detect_encoding() in /usr/share/php/php-gettext/gettext.inc:177

This seems to be true for all versions of php-gettext in the repository.
