We are currently in final freeze for release, and there doesn't appear
to be a compelling reason to take these other upstream changes. Is
there a reason you need this in for 16.10?

Explanation of the Ubuntu delta and why it can be dropped:
* dh_installxmlcatalogs: fix regex debhelper version numbers. Thanks
