Please sync jruby 1.7.26-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge with Debian; remaining changes:
    - Add libjzlib-java dependency.
    - Build-depend on locales-all | language-pack-en.

libjzlib-java is already listed among the build dependencies, and
is thus redundant.

Now that the locales-all package has been added to Ubuntu, I don't
believe the alternative dependency is needed.
