[Bug 1560517] [NEW] ubuntu-mate-welcome 16.04.6 released critical fix [dsc attached]

A release critical update to for ubuntu-mate-welcome is ready for
upload, see LP; #1560493. Included is a .dsc link because new binary
files are included.

Please remove the ~xenial1.8 suffix from the version.

  * Add French (fr_FR) translation.
  * Add German (de) translation.
  * Add Spanish (es_ES) translation.
  * Add ConvertAll and FreeCiv to Software Boutique.
  * Enable Kodi for Xenial.
  * Replace Parcellite with Diodon.
