[Bug 1556651] Re: FFe: Update plank to 0.11.0

Plank is seeded by Ubuntu MATE therefore I've tested this release
request this FFe is granted. Ubuntu MATE requires a small change to its
default settings to integrate with this new version of Plank and I
kindly request the following merge is sponsored along side this.
