Note that the tests currently fail due to these emitted deprecation
warnings (which should be skipped by the first patch in the series). I
will see if I can pus the same patch upstream.

Title:
  php-cache-lite: update to PHP7.0 compliant php-pear dependency

Status in php-cache-lite package in Ubuntu:
  New

Bug description:
  php-cache-lite (1.7.16-1ubuntu1) xenial; urgency=medium

    * Add version dependency on php-pear for PHP7.0 builds.
    * Update constructors to __construct rather than relying on deprecated
PHP5 functionality (which emits a warning with PHP7.0).
