Hi Jeremy,
So the test passed fine locally for me. Presumably there is something
else going on, as the autopkgtests have been failing for some time (even
with that patch applied): http://autopkgtest.ubuntu.com/packages/p/php-
horde-http/yakkety/amd64/. I will try and debug.

Explanation of the Ubuntu delta and why it can be dropped:
* Update to PHP7.0 dependencies (LP: #1563442).
[ Fixed in 2.1.6-2 ]
* fix_test_domain.patch: use a fully-qualified inexistent domain for
test suite to prevent test failure in autopkgtest environment.
[ autopkgtests pass without it in yakkety ]
