I believe the Ubuntu archive administrators do periodically review
Debian removals for removal in Ubuntu too, but I suppose an explicit bug
doesn't hurt either.

Bug description:
  gnome-main-menu is (dispite the name) a MATE panel applet that is GTK2
  only. None of the MATE team are interested in maintain/migrating
  gnome-main-menu to GTK3.

  Please remove gnome-main-menu from the Yakkety archive, it is
  obsolete.
