Here are a few things lintian found wrong with the package:
http://paste.ubuntu.com/19062855/

For an Ubuntu upload 10.2.5-0ubuntu1 would be the correct version number
in debian/channgelog as opposed to 10.2.5-1.

Bug description:
  As part of applying for official status for "Ubuntu Budgie", the
  technical board has requested that the team add our packages to the
  Ubuntu repos (universe).

  "Ubuntu Budgie" will initially consist of eight 16.10 packages listed
  here in the PPA description

  budgie-desktop is the heart of Ubuntu Budgie.  We have submitted to
  debian mentors as well.
