Title:
[FFe] sync flashrom_0.9.9~rc1+r1942-1 from Debian unstable

Status in flashrom package in Ubuntu:
  Fix Released

Bug description:
flashrom has released 0.9.9-rc1 and intends to release 0.9.9 final
shortly after xenial beta freeze (around 2016-02-28).

Currently Ubuntu still ships 0.9.7+r1852-1.1 due to timing constraints of the respective Debian maintainer. However, said release candidate has now been uploaded to Debian unstable and could probably easily synced with Ubuntu.
The current Ubuntu release is missing quite a few critical bugfixes (cf. bug #1404568) and does not build on all Ubuntu supported architectures.
flashrom 0.9.9 compiles and works on all supported architectures apart from s390x (although we plan to add that in the final 0.9.9 release).
Also, the old version is missing support for some very popular hardware devices.

On the other hand we deem regressions very unlikely. The development
process of the last 1,5 years was rather slow regarding new features
and has focused on improving cross-platform compatibility etc.

For a short overview of what has changed from 0.9.7 to the current
version please see the attached NEWS file (NB: upstream tagged 0.9.7
  at r1711, 0.9.8 at r1888).
