  php-monolog: bootstrap for PHP7.0

Status in php-monolog package in Ubuntu:
  New

Bug description:
  In order to remove PHP5 from the archive, a set of packages need to be
  boostrapped, in particular to not depend on phpunit. Also update a
  dependency to the new package naming.
