Entirely removing it is not that easy, we need to remove a bunch of
other packages that depend on it:

Bug description:
The latest netcdf package (1:4.4.0-1 ) is stuck in -proposed. This is presumably because the transition is waiting for python-scientific:
http://people.canonical.com/~ubuntu-archive/transitions/html/netcdf.html
python-scientific does not build because it is not compatible with the latest numPy (1.9), and will probably not be fixed before the Debian Import Freeze:

As you can see from that bug, python-scientific has been removed from most distributions (including Debian Testing).
Python-scientific should probably be removed from Ubuntu Xenial
(16.04) as well.
The reverse dependencies have also been removed in Debian Testing and should also be removed from Ubuntu Xenial:
- sixpack
- mmtk
- dolfin
- gpivtools
