gnucash 1:2.6.12-1 actually builds without modification in Ubuntu,
thanks to the recent addition of a locales-all package to glibc, so I'll
just sync it (along with gnucash-docs).

to correct a QIF import regression and the eleventh maintenance

Revert the automatic inversion of prices whose value is less than 1.0. This corrects several regressions from 2.6.8 and 2.6.9; it proved to
be to big a change for a maintenance branch and will re-appear in the
next major release.
Fix test failure due to trying to parse nanoseconds, which we don't
actually use.
Use @SHELL@ instead of hardcode /bin/sh in test shell scripts.
This is a workaround for MacOS X 10.11's System Integrity Protection.
Improve the revert action: Ask user confirmation and don't ask to save
before reverting
Have a more generic mechanism to set Save action's sensitivity and use it for Revert action as well
Avoid assert in gnc_split_register_balance_trans if default_account is null.
Performance improvements in the Cash Flow report.
Add new account chart for Duch small businesses.
Add some developer documentation.

Explanation of the Ubuntu delta:
* Drop unavailable "locales-all" build dependency and re-disable tests

* Merge from Debian unstable. Remaining changes:
- Avoid apport trying to report: "gnucash crashed with ImportError in
- /usr/share/gnucash/python/init.py: No module named gnucash". Gnucash
- is trying to load the gnucash python module, technically a .so that
- won't load without the gnucash-python package present. The crash, a
- failed python import, itself does not affect user experience, but is
- nevertheless caught by apport. Until the right fix enters Debian
- (cf. #778999), ensure that python-gnucash is always present.
