A bug-fix release does not require an FFe.

The upstream changelog is rather long; 113 entries for version 10.21:
http://www.pcre.org/changelog.txt

There is only one reverse-dependency on pcre2, namely Julia, and that
already built successfully on pcre2 10.21-1 in Debian.
