Sorry I can't work on this merge since I lack packaging skills.

Explanation of FeatureFreeze exception:

The package currently in xenial (0.92) does not start.
The new version is mostly a bugfix release:

shutter (0.93.1)

  * updated Dropbox.pm and XFIXES.pm
  * fixed deprecated code
  * updated translations
