There's no FFe required for NEW packages, assuming they aren't going to
be altering existing setups (ie: not installed by default, no existing
packages will suddenly link to the new libraries, etc).

DPDK is a library/SDK to create user-space low-level networking (SDN)
applications. It is not yet packaged up but we want to add support for
it in Wily onwards.
