Could someone please review the merge proposal above. Looks like a
community member has put a good deal of effort into improving wubi and
it would be nice to see their effort recognised.

Bug description:
  Near as I can tell, at worst WUBI isn't supported, or if it is, only
  for Windows 7 and earlier, and probably only for versions 14.04 or
  earlier.  What I have seen in a couple of places is that Wubi is on
  the 15.04 iso but it seems to try to install 14.10.  In other words,
  mismatched.  What is the official word on Wubi support?  It shouldn't
  be in the 15.10 iso unless it actually works.
