I am not sure if it will be accepted because an upload with the same
version already existed in Ubuntu: <https://launchpad.net/ubuntu/+source
/cl-utilities/1.2.4-1>. But that was long time ago, so who knows…

Bug description:
  Please sync cl-utilities from Debian.

  Looks like this package was removed from Ubuntu (and Debian) in the
  past (https://launchpad.net/ubuntu/+source/cl-
  utilities/+publishinghistory), but a new version was recently
  packaged.

  This is a new build dependency for pgloader which is currently failing
  to build in Xenial since this package is missing.
