[Bug 1475912] [NEW] gLabels recommends Evince but for Ubuntu MATE Atril is preferred

Installing glabels on Ubuntu MATE results in two document viewer being
present on the system, evince and atril. This is because:

  * gLabels Recommends evince. 
  * MATE desktop has a document view called atril, which was forked of evince.

Attached is a simple patch that recommends Evince or Atril.
