Please sync mapnik 3.0.9+ds-1 (universe) from Debian unstable (main).

The Ubuntu delta can be dropped, the changes from mapnik (3.0.8+ds-
1ubuntu1) are included since mapnik (3.0.9~rc2+ds-1~exp1).

 mapnik (3.0.8+ds-1ubuntu1) xenial; urgency=medium
 
   * Add amd64 and ppc64el as "problematic architectures" to get the
     package built.  The amd64 buildds are castrated to 4G RAM and 4G swap,
     the ppc64el buildds to 12G RAM and 4G swap.

I have successfully built mapnik (3.0.9+ds-1) in a xenial cowbuilder
chroot.

Changes since current xenial version (3.0.8+ds-1ubuntu1):

 mapnik (3.0.9+ds-1) unstable; urgency=medium
 
   * New upstream release.
   * Move from experimental to unstable.
