[Bug 1485290] [NEW] gnome welcome tour

Launchpad Bug Tracker 1485290 at bugs.launchpad.net

You have been subscribed to a public bug by Ubuntu Foundations Team Bug Bot (crichton):

gnome-setting-started-docs has now been split up into langpacks. English
is seeded and localised versions should get install when doing a non-
english install.

So we need a script to launch the gnome-welcome-tour, similar to what
fedora have at the end of gnome-initial-setup. It should only run on the
users first login, so will need a autostart desktop file and wrapper
script that places a stamp in the users .cache/ dir or similar.
