This bug was fixed in the package bash-completion - 1:2.1-4.1ubuntu2

Bug description:
  Bash autocompletion not working for apt standalone utility (version 1.0 and above)
  $apt-get upd <TAB> -- complete well
  $apt upd <TAB> -- nothing happen
  Please, add completion support for apt v.1.0
