Backport squid-deb-proxy plugin from upstream.

Run as root :
$ sosreport --batch -o squid-deb-proxy
[Regression]
None expected, this is a new plugin

sosreport needs to collect squid-deb-proxy information, namely:
- /etc/squid-deb-proxy/
- /var/log/squid-deb-proxy/
