Explanation of the Ubuntu delta and why it can be dropped:
  * No change rebuild against gnutls28.
  * Manually patch libtool files to add support for ppc64el.
Fixed in debian

    - brown paper bag release.
  * Also make libepc-dev depend on libgnutls28-dev
