Please sync xapian-bindings 1.2.19-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge with Debian; remaining changes:
    - Build using dh-autoreconf, explicitly using automake-1.11.
Debian now uses autotools-dev, which updates config.{sub,guess}, and the libtool update is now unnecessary due to the binutils change (you can see that it builds fine on ppc64el without an autoreconf in Debian).

Changelog entries since current vivid version 1.2.18-1ubuntu1:

xapian-bindings (1.2.19-1) unstable; urgency=low

  * New upstream release.
  * debian/rules: Use dh_autotools-dev_updateconfig and
    dh_autotools-dev_restoreconfig.
  * debian/control.in: Declare conformance with "Standards-Version: 3.9.6".
