Please sync liblqr 0.4.2-2 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge with Debian; remainging changes:
    - Build using dh-autoreconf.
    - Call AM_PROG_AR in configure.ac.
    - Fix spelling errors in the control file.
Debian is now using dh-autoreconf as well (including the configure.ac change), and it's not worth carrying a delta for spelling errors in the description (there is a patch in the Debian BTS for this).

liblqr (0.4.2-2) unstable; urgency=medium

  * [fea32719] Use debian source format 3.0 (quilt)
  * [4d8cb620] Run dh_autoreconf to support new architectures.
