Please sync libsigc++-2.0 2.2.11-3 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Build using dh_autoreconf.
  * Build using dh_autoreconf.
  * Update config.{guess,sub} for AArch64.
  * Update config.{guess,sub} for AArch64.

Debian uses autoreconf already.
