Mantas, this package is on ppa:gnome3-team/gnome3 trusty PPA. It is
probably also could be a candidate for trusty-backports if someone files
a request via the instructions at:
https://wiki.ubuntu.com/UbuntuBackports

Both trusty and utopic are currently stuck on gnome-desktop 3.8, which
was what blocked the update for gnome-control-center. For utopic we hope
to skip straight to 3.12, but there are a few core libraries that need
updating first.

Bug description:
  This was supposed to land last cycle but it slipped through the
  cracks.

  It updates gnome-control-center to 3.8 and drop all unity specific
  hacks.
