Bug description:
  On saucy, inside of a Xen virtual machine, libvirt-bin fails to start,
  with the following error in /var/log/libvirt/libvirtd.log

  How to reproduce:

  * Start a saucy Xen virtual machine  (e.g., inside of Rackspace Public Cloud)
  * Install libvirt-bin

  # lsb_release -rd

  libvirt-bin:
