Explanation of the Ubuntu delta and why it can be dropped:
* Use dh-autoreconf to get new libtool macros for ppc64el.
Fixed in debian, plus upstream bugfix release
Changelog entries since current trusty version 2.0.2-1ubuntu1:
libxc (2.0.3-1) unstable; urgency=low
* New upstream release.

(Build-Depends): Increased debhelper version. Added dh-autoreconf

* debian/libxc1.install, debian/libxc-dev.install: Adjusted after enabling
multi-arch support.
* debian/rules: Added autoreconf addon and enabled parallel building. Export
FCFLAGS properly for hardening.
* debian/watch: Added.
