The releases after 0.98.1 are problematic in a number of respects and
regressions, which will all, hopefully, be resolved in the 0.98.4
release, which is expected any day now.  Even though there's no
remaining packaging diff to preclude a sync, I think it's better to wait
for 0.98.4 final to get into Debian to do the sync.

  Explanation of the Ubuntu delta and why it can be dropped:
    * debian/patches/0011-Add-llvm-ldflags-to-libs.patch: Fix underlinking.
    * Limit build-dep on llvm-dev and enabling of LLVM/JIT to i386, amd64, and
      powerpc - other archs unsupported and disabled upstream
  Fixed in debian

    * Switch debian/rules from excluding certain archs from using LLVM to
      listing archs that use it (it is auto disabled during configure on other
