Bug description:
  Please sync devhelp 3.12.1-1 (main) from Debian unstable (main)

  Explanation of the Ubuntu delta and why it can be dropped:
    * Use dh-autoreconf to update libtool.
  New upstream release has ppc64le in libtool

  Changelog entries since current utopic version 3.8.2-2ubuntu1:

  devhelp (3.12.0-1) unstable; urgency=medium

    * New upstream release.
    * debian/control:
      - Update homepage.
      - Build-Depend on libgtk-3-dev (>= 3.9.10),
        libwebkit2gtk-3.0-dev (>= 2.0.0) and libglib2.0-dev (>= 2.37.3)
        according to configure.ac.
      - Bump Standards-Version to 3.9.5. No further changes.
    * debian/rules: Remove configure flag "--without-webkit2". webkit2 is
      mandatory now.
    * debian/libdevhelp-3-2.symbols: Add one new symbol.
