Explanation of the Ubuntu delta and why it can be dropped:
  * setup.py: Use io.open() to open CHANGES.rst with an UTF-8 encoding (fixes
    FTBFS with Python 2).

Explanation: Patch in Ubuntu diff applied in new upstream release
