The upstream developers (myself and other developers) have done
extensive testing on the new functionality. The functionality in
question has been present in experimental forms since early 3.x
versions. After rigorous use and testing over the past year, the
functionality is mature.  I do not make new releases lightly.

The 4.000 version contains several fixes compared to the 3.930.1 version currently in Ubuntu.  This includes corrections in eig_gen(), 
handling of C++11 move constructors and rvalue temporaries, corrections to C++11 based random number generation, consistency fixes in subvector views, and corrections to the documentation.

The 3.x versions of Armadillo are no longer maintained, so they will not
get any bug fixes.  The 4.x versions on the other hand are maintained.
In my experience the Debian maintainer (Kumar) is responsive in
packaging new upstream versions, which includes maintenance releases.
